Lagu ini pertama kali dirilis tahun 1991. Wind of Change langsung menjadi fenomenal menyusul digulirkannya kebijakan Glasnost Uni Soviet, yang berujung pada reunifikasi Jerman dan peruntuhan Tembok Berlin serta diakhirinya Perang Dingin yang sudah berlangsung selama lebih dari empat dekade. Pada pemilu AS kemarin, lagu ini sempat digunakan Barrack Obama sebagai media kampanye, sesuai dengan slogan kampanyenya `Yes We Can`. Frasa `Wind of Change` sendiri berasal dari pidato politik Perdana Menteri Britania Raya Harold MacMillian tahun 1960.
